Victoria has a strong, steady property market and a clear two-step path into it. Unlike the three-class systems in New South Wales and the ACT, Victoria keeps it to two levels. You start as an Agent's Representative, and when you are ready to run your own agency, you step up to the full Estate Agent Licence.

Two levels, one clear path
Real estate work in Victoria sits behind two qualifications. The first gets you working under a licensed agent. The second lets you become one. You do not start with both. You start with the one that matches where you are now.
Agent's Representative
This is the entry point and where most people start. You complete the CPP41419 Certificate IV in Real Estate Practice, which is 18 units, covering sales, leasing, property management and the legal and ethical side of the job. Once qualified and registered, you can work as an Agent's Representative under the supervision of a licensed estate agent.
It is the practical way in. You will be doing real estate work, earning and learning, while you build the experience you need to step up. Estate Agent Licence
This is the step up. You complete the CPP51122 Diploma of Property, which is 12 units, adding the business, trust accounting and agency management knowledge needed to run your own office. A licensed Estate Agent can hold a trust account, supervise representatives, and operate an agency in their own right.
To hold the licence you also need to meet the experience and eligibility requirements set by Consumer Affairs Victoria. Most people reach this step after time as an Agent's Representative. Qualification first, licence second
At both levels, the same principle applies. Archer Institute issues the nationally recognised qualification. Consumer Affairs Victoria handles the registration and licensing that lets you legally work. They are two separate steps, and you need both.
